We Ross' try to take advantage of any situation. This one was a rain storm. With us being at the end of the street the water flows quickly so John used it as an opportunity to have a boat race.
Testing the boats to see if they'll float.
If you're Rendon it's all about getting wet.
John came up with the garbage bag poncho idea. Sarah and I were laughing when she discovered the warning on the bag that read "Caution: Keep away from small children". 
I believe Rendon was the winner of the boat race (with lots of cheating to help him along).

My brothers and I did this all the time when it rained when I was younger!! Brings back some good memories! :)
